Matthew Powers serves as Vice President at the Association of California Life and Health Insurance Companies (ACLHIC), where he leads the association’s advocacy on life and disability insurance policy issues before the California Legislature, the California Department of Insurance, and other state policymakers. He has more than 15 years of experience in public policy and government affairs, with a background spanning legislative leadership, regulatory advocacy, and international public service.
Prior to joining ACLHIC, Matthew worked for more than eight years in state and national politics, primarily focused on the California State Legislature. For over six years, he served as Chief of Staff to multiple members of the California State Assembly, where he managed legislative operations and policy strategy across a broad portfolio including insurance, banking and finance, budget, and energy policy.
Earlier in his career, Matthew lived and worked abroad for more than a decade in a series of international development roles in conflict and post-conflict environments. During this time he worked with both the United Nations and NATO, supporting development and governance initiatives in Afghanistan, Indonesia, and Europe.
A native of Northern California, Matthew holds a Master’s degree in International Relations from the University of St Andrews in Scotland.
